Dodge County Board of Commissioners proposed making the County Recorder Position an appointed position instead of an elected position. The proposed referendum would be applicable starting in January 2015. May the law that allows for the appointment of the County Recorder in Dodge County be implemented by the Dodge County Board? Shall the City of Battle Lake be authorized to (i) establish a natural gas utility for natural gas distribution; and (ii) issue its general obligation bonds, including any bonds issued to refund such bonds, in an amount not to exceed $ 3.4 million to provide funds for the acquisition, construction and betterment of natural gas utility facilities and improvements necessary for the operation of a natural gas utility?  BY VOTING “YES” ON THIS BALLOT QUESTION, YOU ARE VOTING FOR A PROPERTY TAX INCREASE.  [Natural gas utility revenues are intended to be the primary source of payment for the bonds and property taxes will increase only in the years when natural gas utility revenues are not sufficient to pay principal and interest on the bonds when due.]
